The head of the Islamic State militant group is a shadowy figure who is careful to reveal little about himself or his whereabouts.

In October 2011 the US officially designated Baghdadi, 44, as a terrorist, and offered a £6m reward for information leading to his capture.

Rumours that he had died surfaced last year after reports that he had been seriously wounded in an air strike.

But he is believed to be in Syria still wielding power over the terror group.

The Mexican drug lord is part of El Chapo’s Sinaloa cartel which smuggles cocaine and heroin into the United States.

Known as El Mayo, Zambada, 68, is one of Mexico’s most enduring and powerful drug lords and has had plastic surgery to disguise himself and enable him to move around Mexico.

The FBI have offered a reward of up to £3.5m for information leading to his capture – and he’s likely to replace El Chapo as leader of the cartel.

An eye surgeon who helped found the Egyptian militant group Islamic Jihad, al-Zawahiri is the current leader of Al Qaeda after the death of Osama bin Laden.

The US Government has offered a £16m bounty on his head information leading to his capture.

Zawahiri, 64, is wanted for his role in the 1998 bombings of US embassies in Tanzania and Kenya that killed hundreds of people.

In 2012 he called on Muslims to kidnap westerners.

The suspected head of the Sicilian Mafia’s Cosa Nostra is known for his womanising playboy lifestyle, driving fast cars, wearing Rolex watches and designer clothes.

He has been a fugitive since 1993 – and is one of the most wanted Mafia bosses.

Nicknamed Diabolik, Matteo, 51, learned to use a gun at 14, committed his first of many murders at 18 and is estimated to have killed at least 50 people.

He was said to have bragged: “I filled a cemetery all by myself.”

Ibrahim, 60, is the most wanted man in India and is on Interpol’s wanted list for cheating, criminal conspiracy and running an organised crime syndicate.

He is the leader of the organised crime group D-Company which has engaged in everything from drugs to contract killing.

The US Government says he shares smuggling routes with al Qaeda, and he is suspected of having organised and financed the 1993 Bombay bombings that killed 257 people and wounded 713.

He is believed to be hiding in Pakistan, although the Pakistani authorities deny this.

One of the most wanted men in Africa, Felicien is accused of bankrolling one of the worst genocides in history.

In 1998 the International Criminal Tribunal for Rwanda charged Kabuga, 80, with crimes including genocide in connection with the massacre of more than 800,000 Rwandans in 1994.

Between 1993-94, around half a million machetes were imported into Rwanda – Kabuga allegedly supplied the weapons to Hutu extremist who carried out the killings.

There are reports that he has been hiding in Kenya, which the authorities there have denied.

Ukranian-born Mogilevich, 69, is believed to be the boss of most of the world’s Russian mafia syndicates.

University-educated, his nickname is “The Brainy Don” because of his business acumen.

Described as the “most dangerous mobster in the world”, he is wanted by the FBI for money laundering, conspiracy and fraud.

Reports suggest he is in Moscow.

The British mother of four is one of the Western world’s most wanted terrorism suspects.

Known as the “white widow” Lewthwaite , 32, was the wife of 7/7 suicide bomber Germaine Lindsay.

She is a key figure in Somalia-based terror group Al-Shabaab and is believed to be responsible for the deaths of more than 400 people.

She has been on the run for four years after she and British terror suspect Germaine Grant plotted to blow up tourists in Mombassa.

It is thought she has changed her appearance through weight loss, plastic surgery and hair dye, and is believed to be in hiding in Somalia.

The head of the Lord’s Resistance Army, Kony has driven the killing of civilians in Uganda, the Democratic Republic of Congo, the Central African Republic and Sudan.

Under Kony, 54, it is believed the LRA has displaced two million people, and is responsible for the abduction of 30,000 children forcing them to become child soldiers and sex slaves.

He believes in polygamy and it is suggested he has fathered 42 children with his many wives.

The International Criminal Court has issued a warrant for his arrest on charges including crimes against humanity and war crimes.

Kent mum Jones has been named as a “specially designated global terrorist” by the US government, making her one of the world’s most wanted female terror suspects.

Known as “Mrs Terror” she joined Islamic State in 2013, marrying computer hacker Junaid Hussain and moving to Syria.

Her husband was killed in an air strike in August, and her name has been added to the UN’s sanctions list, meaning her assets have been frozen and she is banned from flying.

Jones, 46, is accused of using social media to recruit people to join ISIS.

Ohio Cops on the Hunt for ‘Bigfoot’

Authorities in Beaver Township, Ohio have embarked on an unexpected search for Sasquatch following a strange theft in the area.

Arlene Fitzer, owner of Farmer Dave’s Gift and Garden Shoppe, reported to police that three hand-painted Bigfoot statues were stolen from in front of their store.

The ne’er-do-wells behind the heist were apparently quite determined to bag the Bigfoot because two of the tributes to the cryptid weighed an incredible 225 pounds!

In keeping with the baffling nature of Bigfoot, Fitzer was mystified that anyone was strong enough to lift the weighty Sasquatch statues.

And with one of the statues measuring nearly four feet tall, she wondered where the thieves planned to hide such a eye-catching piece of artwork.

Nonetheless, Fitzer was rather dismayed that they have gone missing, since the total value of the stolen statues was around $300.

Fortunately, the Beaver Township police department is now on the case and they hope to pull off what so many in reality television have so far failed to do: find Bigfoot or, at least, whoever stole the statues.

Native activists confront drug dealers at downtown Winnipeg mall

“The women and the children don’t feel safe. The elders don’t feel safe walking through the back [of the mall] so we decided we’re going to shut all this down,” said Vin Clarke, a member of a group called Urban Warrior Alliance.

Clarke said drug deals outside the back entrance near Ellice Avenue have gotten out of control, and the recent robbery of an elder who took a photo of an alleged drug deal has sparked the need to protest.

“My wife can’t even walk my baby into the mall through that back area without being accosted for drugs and pills,” Clarke said.

The Urban Warrior Alliance and members of the Crazy Indians Brotherhood gathered Saturday near the back entrance and plan to demonstrate again Sunday.

Vivian Ketchum, a frequent shopper of the mall, found a drug baggie, a needle and a pill on the ground just steps outside of the back steps of the mall while a CBC camera was rolling.

She said she’s regularly offered to buy drugs by dealer who lurk around the back doors.

“I was in here this morning and then within half an hour of sitting down I had someone ask me if I wanted to buy percs (sic).”

Denny Wood, another activist with the Urban Warrior Alliance, said the groups are trying to send a message to drug dealers.

Wood said they have talked to dealers who try to sell pills like Tylenol 3 and Xanax. He said once activists have the pills in their hands they confiscate them. “We dump it right in front of them.”

In a video circulating on Facebook, one member of the alliance is seen taking a pill bottle, dumping it in a puddle and then crushing the drugs.

In another Facebook video, Winnipeg police officers can be seen talking calmly to the group’s members, asking them what they are doing and reminding them to read up on their rights and the Criminal Code.

Winnipeg Police Service arrest man with BB gun using armoured car

The Winnipeg police are developing a formidable force. They now have boats, a helicopter and an armoured car. They are prepared for every contingency. They can nail drunken boaters on the rivers, observe bad guys on the ground at night from their airborne chopper equipped with infrared zoom cameras, and if a gang barricades themselves in a house with hostages, they can ram the place with a Gurkha armoured vehicle.

WINNIPEG — Winnipeg police arrested a 52-year-old armed man with the help of their new armoured vehicle.

On Sept.21, members of the Tactical Support Team were called on scene to the 600 block of Notre Dame Avenue for reports of a man armed with a gun.

Three people had reported sitting in their vehicle behind an apartment block, when a man approached them and made threatening comments. The victims fled and called police.

Police determined the suspect was in a residence in the area. “Attempts to contact the suspect went unanswered and an armed and barricaded situation was initiated,” police said.

The armoured rescue vehicle (ARV1) was deployed and used to gain entry into home. Police found a Uzi-style replica BB gun and arrested the suspect.

A 52-year-old Winnipeg man has been charged with uttering threats and pointing a firearm. He was released with a promise to appear in court.

When the $343,000 armoured rescue vehicle (ARV1) was first unvelived in June, police said it was much needed tool for officer and public safety.

The Gurkha MPV tactical vehicle is bullet-proof, blast-proof and weighs around four times as much as a normal car (15,000 lbs). Heavy, but fast. It cane travel more than 100km/hour. Although police say they don’t expect to take such a heavy vehicle past that speed.

The tactical vehicle is also used in other Canadian cities such as Toronto, Calgary and Hamilton.

The vehicle was first deployed in July at a call in the North End.

Seems like a bit of overkill.

U.S. Supermax prison in Colorado will not have an escape

U.S. Supermax prison in Colorado has quite the crew of inmates

From Islamic terrorists to New York mafia dons Florence Supermax prison has them all.  And they all sleep on concrete beds.

Officially it is the “Administrative Maximum” facility at the Florence Correctional Complex (FCC). It is the federal Bureau of Prison’s highest security lock-up and is already home to a number of prisoners incarcerated as part of what the US calls its war on terror.

British “shoe bomber” Richard Reid is held there. Omar Abdel-Rahman, jailed for conspiracy after the 1993 bombing of the World Trade Center, was there for a short period.

Ramzi Yousef, also implicated in the 1993 plot, is also behind bars at the institution known for its harsh conditions.

The U.S. government uses the abbreviation ADX for the Florence supermax.  ADX stands for Administrative Maximum Security.

Built in 1994 at a cost of about $60m, ADX Florence is said to be equipped with 1,400 remote-controlled steel doors, motion detectors, pressure pads and gun towers with perfect sightlines across the complex.

Tightly controlled and technologically advanced, such facilities are designed for the most dangerous and disruptive prisoners – and have been a source of controversy for many years.

Solitary confinement is an almost permanent way of life, with ADX Florence’s 400-or-so prisoners locked in spartan cells for at least 23 hours each day.

An hour each day can be spent in a concrete-walled recreation yard.

A typical “Supermax” cell’s furniture – bed, desk, stool – is made from poured concrete.

The cells are equipped with showers that run on a timer, and a toilet that shuts off if plugged. Meals are delivered to inmates in their cells to restrict interaction.  Each cell also is equipped for 24-hour video and audio surveillance.

 

ADX Florence is a 37-acre (15 ha), 490-bed complex at 5880 Highway 67, Florence, Colorado, about 100 miles (160 km) south of Denver and 40 miles (60 km) south of Colorado Springs. It is one part of the Florence Federal Correctional Complex (FFCC) which comprises three correctional facilities, each with a different security rating.
The majority of the facility is above ground. The only part that is underground is a subterranean corridor that links cellblocks to the lobby. Inmates spend 23 hours a day locked in their cells and are escorted by a minimum of three officers for their five hours of private recreation per week. Each cell has a desk, a stool, and a bed, which are almost entirely made out of poured concrete, as well as a toilet that shuts off if blocked, a shower that runs on a timer to prevent flooding, and a sink lacking a potentially dangerous tap. Rooms may also be fitted with polished steel mirrors bolted to the wall, an electric light that can be shut off only remotely, a radio, and on rare occasions, a black-and-white television that shows recreational, educational, and religious programming. In addition, all cells are soundproofed to prevent prisoners from communicating with each other via Morse code.

The 4 in (10 cm) by 4 ft (120 cm) windows are designed to prevent inmates from knowing their specific location within the complex because they can see only the sky and roof through them, making it virtually impossible to plan an escape. Inmates exercise in a concrete pit resembling an empty swimming pool, also designed to prevent them from knowing their location in the facility. The pit is only large enough for a prisoner to walk 10 steps in a straight line, or 31 steps in a circle. Telecommunication with the outside world is forbidden, and food is hand-delivered by correction officers. However, inmates sent here from other prisons can potentially be allowed to eat in a shared dining room. The prison as a whole contains a multitude of motion detectors and cameras, and 1,400 remote-controlled steel doors. Guards in the prison’s control center monitor inmates 24 hours a day and can activate a “panic button” that instantly closes every door in the facility should an escape attempt be suspected. Pressure pads and 12-foot-tall (3.7 m) razor wire fences surround the perimeter, which is patrolled by heavily armed guards with silent attack dogs. In extreme cases of inmate misbehavior, the center of the prison houses an area known as “Z-Unit” or “The Black Hole,” which can hold up to 148 prisoners in completely darkened and fully soundproofed cells. Each Z-Unit cell is equipped with a full set of body restraints that are built directly into the concrete bed.

Breeding monsters

Supermaxes tend to be the end of the road for those in the prison system.

Transfer to an even marginally less restrictive environment can require several years of good behaviour.

To their supporters, these jails are the most appropriate way to house the worst of the worst in the prison population.

Critics describe them as a breeding ground for monsters – with regimes that are tantamount to torture.

The Canadian equivalent to an American supermax prison is Millhaven in Bath, Ontario. Located on the shore of Lake Ontario southwest of Kingston it houses the “worst of the worst” in the Canadian Federal prison system.

The perimeter is surrounded by a double 30-foot razor fence, and has observation towers at the corners. There is a 4-foot “warning fence” inside the perimeter of the exercise yard, that acts as a boundary inmates cannot cross without deadly force being used. Armed patrol vehicles with AR-15 rifles and parabolic microphones are on guard 24/7. There are motion sensors in the outlying property, and multiple CCTV units throughout.

Specialized perimeter security patrols are equipped with TOW rockets to guard against extraction from the prisoners yard via helicopter. (This was enacted after such an escape was successful on June 19, 1990 from Kent maximum security in BC.)

Visitors are subject to search once on the property (both person and vehicle) and an ION scanner is used upon entry to detect drugs or other compounds. The visiting area is equipped with CCTV, and listening devices are in each table.

Inmates in the MAU (intake) are allowed only screened visits (behind glass).

After a blistering start the homicide count has stabilized and is the same as this time last year. For some unknown reason sexual assault is down, perhaps more civil drinking parties in the North End. Not much change when it comes to shootings. Robbery and break and enters have skyrocketed. Thieves and desperate welfare recipients on the prowl. Theft of motor vehicles up 49%! Is it possible the crooks have figured how to get around the iron clad immobilizer? That is highly unlikely, criminals in Winnipeg don’t have the sophistication to figure that out. Probably people leaving their vehicles running while they run into Tim’s for a java.
